Ghana Parliament Passes Bill to Legalize Crypto Trading

Ghana is exiting the regulatory gray zone. Bank of Ghana (BoG) Governor Dr. Ernest Addison confirmed that Parliament has passed legislation to officially oversee and legalize cryptocurrency trading. The move pivots the West African nation from a stance of caution to active supervision.

The End of the Gray Market

Addison announced the legislative breakthrough during a recent address to the banking sector. The new framework empowers the central bank to license exchanges and manage operational risks. It resolves a long-standing impasse. Commercial banks previously hesitated to service crypto firms due to vague legal standing. The passing of this bill mandates the BoG to establish a licensing regime.

"We are currently putting in place the necessary infrastructure to ensure that we can regulate this market effectively," Addison stated.

The Governor noted the urgency of the legislation. Volume on unregulated peer-to-peer (P2P) platforms had surged despite previous warnings. The state realized that prohibition was ineffective. Regulation captures the data instead.

Regional Context

This decision aligns Ghana with its regional economic rivals. South Africa began issuing licenses to crypto firms earlier this year. Nigeria lifted its banking ban on digital asset operators in December 2023. Ghana refused to be left behind.

The BoG is now tasked with drafting the specific filing requirements for virtual asset service providers (VASPs). Exchanges operating in the country will soon face strict capital and reporting mandates.
